practice registered nurses; modifying national nursing certification
organization requirements; defining new terms; modifying the scope of clinical
nurse specialist, nurse-midwife, nurse practitioner, advanced practice
registered nursing, and registered nurse anesthetist practices; modifying the
definitions of existing terms and board of nursing membership requirements and
powers; providing for advanced practice registered nurse licensure, advanced
practice registered nurse grandfather provision, and postgraduate practice
provisions; making conforming amendments; specifying and regulating advanced
practice registered nurse authorized duties; prescribing penalties; requiring
the board of nursing to appoint an advanced practice nursing advisory council;
requiring the president of the board of nursing to convene the first advisory
council meeting by a certain date; appropriating money to the board of nursing
for implementing advanced practice registered nurses licensing requirements;
repealing collaborative management, prescribing drugs and therapeutic devices,
