schools; specifying general education revenue requirements; requiring
application of chartered schools laws and rules; requiring the development of a
performance agreement between the board and site; authorizing board termination
of site-governed school authority under certain conditions; requiring New
Schools Minnesota to provide assistance to districts and sites to become
site-governed; appropriating money to the department of education for New
