3E Relating to bioenergy development; requiring the commissioner of agriculture
to establish a clean energy capital equipment revolving loan fund to receive
appropriations and make loans for capital equipment to persons participating in
the reinvest in Minnesota clean energy program; providing for cellulosic biofuel
development; defining cellulosic biofuel, material and facility and other terms
relating to cellulosic biofuel development, specifying a production goal and
requiring commissioner cash payments to eligible cellulosic biofuel producers
under certain conditions; providing for a bioenergy production incentive;
defining bioenergy production, crops and project area, requiring the
commissioner to make cash payment to bioenergy producers under certain
conditions; requiring the board of soil and water resources (BOWSR) to establish
and administer an additional reinvest in Minnesota clean energy program,
defining eligible land, providing for the designation of project areas,
easements, property rights, landowner agreements, easements and enforcement and
damages; requiring BOWSR to appoint a technical committee, specifying
membership; appropriating money to BOWSR to develop RIM clean energy guidelines
and standards; appropriating money to BOWSR and authorizing the issuance of
state bonds to acquire RIM clean energy program easements and for long term
inspection and protection of easements; requiring the commissioner of finance to
transfer a certain amount from the general fund to the clean energy capital
equipment revolving fund; appropriating money to the pollution control agency
(PCA) for bioenergy crop utilization technologies, to the agricultural
utilization research institute for technical assistance and technology transfer
to bioenergy crop producers and users, to BOWSR for certain grants, to the
Minnesota institute for sustainable agriculture at the university of Minnesota
for bioenergy agronomic economic and policy research and to the commissioner of
agriculture for business development assistance grants
