Modifying certain procedures and criteria for municipal annexation of
unincorporated land; modifying the definition of property owner and +the
authorized methods for initiating the proceeding, specifying certain +supporting
documentation requirements; requiring annexing municipality notice of+ intent to
annex to the township and the county identifying the boundaries of +the area
proposed for annexation and accompanied by copies of supporting +documents;
specifying certain property owner advance notice requirements and +certain
public hearing and notice duties of the director of the office of +strategic and
long range planning and the town and city clerks, requiring +involvement of the
chair of the affected town board and the mayor of the annexing +municipality;
providing for limited annexation referenda under certain conditions, restricting
voting eligibility, regulating the ballots and requiring +director suspension of
proceedings affecting property subject to the election +until determination of
the results; restricting resubmittal of annexation +petitions or resolutions in
annexation denial cases; expanding factors to be +considered by the director in
arriving at annexation decisions; modifying the +conditions for annexation by
municipal ordinance; modifying certain differential+ taxation and town
reimbursement requirements; providing for detachment and +reversion of annexed
property to the township under certain conditions relating to+ a lack of certain
