Requiring all new medical assistance (MA) enrollees by a certain date to be
covered through the department of human services directly and prohibiting
placement in a MA prepaid health plan; requiring the commissioner of human
services to initiate a metropolitan area competitive bidding process by a
certain date for prepaid health plans; specifying an accounting process;
requiring legislative oversight and requiring the department to cover reasonable
and appropriate costs incurred by health plan contractors; clarifying data
practices exemptions non applicability to health plan contractors
