services or administrative expenses; prohibiting organizations +receiving family
planning grant funds from engaging in certain referral services, from displaying
or distributing marketing materials relating to abortion +services and from
promoting the legality or accessibility of abortion; +restricting affiliation
with organizations providing abortion services, +specifying certain organization
independence, financial records maintenance and +independent audit requirements;
authorizing organizations receiving federal title X +funds to perform the
services required for receipt of the funds; severability +clause(je)
