Providing for an initiative against chemical dependency; authorizing courts to
require assessments if the court suspects a chemical dependency problem;
requiring the commissioner of human services to establish a process to
distribute chemical dependency grant funds to certain counties providing care
coordination; modifying chemical dependency treatment eligibility; increasing
the tax on distilled spirits, wine, and malt beverages and increasing the
fermented malt beverage tax credit; requiring the state to provide adequate
funding to provide comprehensive chemical dependency treatment programs and
services on a county basis; requiring chemical use assessment on persons
convicted of violent crimes and requiring an assessment charge payment;
requiring certain persons to receive mandatory chemical dependency treatment;
requiring judicial branch training; requiring the commissioner of public safety
to establish a repeat DUI offender pilot program; appropriating money to the
commissioner of public safety
