information to persons seeking placement in the unit or program, requiring
filing of a copy of the disclosures with the commissioners of health or human
services for enforcement purposes; specifying certain training requirements in
dementia for direct care staff; appropriating money to the commissioners for
administration and enforcement purposes and to the commissioner of human
