commissioner of public safety to issue an artisan distillery license to

owner or operator of a distillery located and operated within the state
and
producing distilled spirits with a certain percentage of locally produced

grown agricultural products; specifying certain requirements for the
production, sale, possession and consumption of distilled spirits produced by an
artisan distillery; allowing on sale licenses
