Establishing procedures and standards for state or metropolitan +agencies or
local government units to contract with private entities for the +provision of
public services otherwise provided by public employees, including the+ Minnesota
state colleges and universities (MnSCU) under the provisions and +excluding the
university of Minnesota; restricting the provisions to privatization +contracts
over a certain amount; specifying certain agency statement and cost +estimate
preparation and employee exclusive representatives notice and certain+ responder
disclosure requirements; specifying the minimum wage rate; limiting +the
contract term; requiring privatization contracts to impose +affirmative action
standards on the private contractors and subcontractors and +prohibiting the
displacement of agency employees, defining displacement; restricting +the use of
public money by private contractors; requiring public designation of +responders
receiving contract awards and specifying certain agency +consideration
requirements in the selection of responders; requiring commissioner +of revenue
determination of the loss of sales and income tax revenues for +services
performed outside the state; requiring the contracts to comply with +certain
data practices requirements and classifying privatization contract +data as
public, requiring copies of public data to the legislative or state +auditor
