for passenger automobiles; modifying the allocation of motor vehicle sales tax
revenues; proposing an amendment to the Minnesota constitution, article XIV to
dedicate certain portions of the proceeds from the sales tax on motor vehicles
to the highway user tax distribution fund and to public transit assistance (rla)
