Creating the office of
ombudsman for common interest communities; requiring the commissioner of
commerce to establish a common interest community ombudsman office; specifying
duties; establishing a common interest community calendar program in the second
and fourth judicial districts to hear and determine disputes; requiring common
interest community annual reports to contain certain dispute descriptions;
providing a dispute resolution procedure, a meet and confer process; requiring
alternative dispute resolution; requiring attorney fees award
