political parties to jointly submit to the governing body of first class cities
a single date the two parties have agreed to conduct precinct caucuses;
prohibiting certain meetings and activities on precinct caucus night; providing
for absence from work, use of public school buildings and use of public
facilities by major political party caucuses held in first class cities in
odd-numbered years
