public notice and a public hearing requirements prior to adoption of interim
zoning ordinances or maps, exceptions; prohibiting a municipality from requiring
land dedications or fees in a development contract not authorized by statute or
mutually agreed upon by all parties to the contract; modifying and clarifying
municipal subdivision regulations to require a reasonable portion of the
buildable land of a proposed subdivision be dedicated to the public or preserved
for specified uses
