Proposing an amendment to the Minnesota constitution, article XI to increase the
sales and use tax and to dedicate the receipts to improvement, enhancement or
protection of fish, game and wildlife habitat, to protect and restore lakes,
rivers, streams, wetlands and groundwater (ground water) and for parks, trails
and zoos; creating the heritage enhancement, parks and trails and clean water
legacy funds for the deposit of receipts to be used as a supplement to
traditional sources of funding for the stated purposes; requiring easements
acquired with money deposited in the heritage enhancement fund to be open to
public taking of fishing and game during the open season
