meetings by telephone or other means, requiring the commissioner of finance to

establish a biomedical science research facilities funding program, requiring
grant applications to be made by the regents of the university of Minnesota to
the authority, specifying grant applications criteria, providing for grant
approvals and providing for disbursement of grants; establishing the biomedical
science research facilities bond fund, providing for an appropriation transfer;
requiring recipients of state subsidies for bioscience and biotechnology to
provide a certain number of reports to the commissioner of employment and
