Prohibiting health plans providing or contracting for the provision +of health
care services from carving out or separating mental health or +substance abuse
treatments from other covered benefits for cost reduction purposes, +requiring
health plans to apply the same benefit and financial structure and
administrative system to all covered benefits and to include all +physicians and
mental health professionals participating in the plan network in +provider lists
provided to enrollees; requiring health plans compliance with +requirements for
outpatient and inpatient mental health and substance abuse benefits +and with
the definition of medical necessity; severability clause (mk)
