card; prohibiting expiration dates and service fees including a fee for
dormancy, exceptions; requiring certificates or cards issued after a certain
date to be redeemable in cash or subject to replacement without cost to the
purchaser or holder; authorizing full refund to purchasers of amount paid under
certain conditions; gift certificates or gift cards to constitute a value held
in trust by the issuer on behalf of the beneficiary; requiring honoring after
the filing of bankruptcy; imposing penalties and remedies for violation
