Creating the medical education and research, children's and tobacco prevention
endowment funds for deposit of certain tobacco litigation settlement payments,
requiring investment of the funds by the state board of investment; requiring
use of the medical education and research endowment fund for medical education
and research activities and appropriating money from the fund to the
commissioner of health for distribution; requiring use of the children's
endowment fund to supplement traditional sources of funding for activities for
young children and parents, authorizing and providing for the acceptance of
gifts and donations to the fund, requiring audits by the legislative auditor,
specifying authorized expenditures, providing for royalties, copyrights and
patents and creating an advisory task force to evaluate additional funding
sources for and develop a proposal for governance of the fund, requiring a
report to the legislature and the governor by a certain date; requiring use of
the tobacco prevention endowment fund by the Minnesota partnership for action
against tobacco to reduce the human and economic consequence of tobacco use
through prevention measures, requiring audits by the legislative auditor and
annual reports to the legislature; appropriating money to the commissioner of
finance for transfer to the funds (rla)
