Requiring the commissioner of transportation (DOT) to establish +categories of
community preservation routes within the county state aid highway and+ municipal
state aid street systems, specifying certain characteristics of +community
preservation routes; requiring the commissioner to adopt rules +establishing
minimum construction and reconstruction standards addressing public +safety and
reflecting the function, urban or small town character and slower +speed;
exempting the state and counties or cities with jurisdiction over the+ routes
from liability for injury to persons or property resulting from +travel on the
routes, exceptions; requiring county or city notice of certain +proposed
projects on the routes to abutting property owners; providing for +commissioner
designation of the routes, specifying certain local petition and +commissioner
advisory committees appointment requirements, requiring advisory +committees
review of petitions and recommendations to the commissioner relating +to
