salary freeze on executive branch agency heads; providing deficiency funding to
the commissioner of human services for the Minnesota food assistance program and
the Minnesota security hospital for increased staffing and renovations, the
commissioner of natural resources (DNR) for enforcement activities, the
commissioner of health and the emergency medical services regulatory board for
Ebola-related costs and activities, and to the zoological board; requiring the
commissioner of management and budget (MMB) to reduce previously enacted
appropriations to the departments of health, human services, and DNR
