Relating to MNsure health insurance; prohibiting health care access fund
appropriations for MNsure other than administrative services; requiring rate
approval for health plans offered outside of MNsure; requiring qualified health
plans offered through MNsure to satisfy all requirements and be publicly
available by a certain date; changing the MNsure board membership and
appointment; specifying MNsure board conflict of interest; requiring legal
approval for total premiums retained or collected by MNsure; requiring
background studies on all persons acting as MNsure navigators and assisting
in-person; changing health carrier and health plan requirements and
participation under MNsure; requiring legislative oversight committee proposed
rules review prior to rules taking effect; requiring MNsure budgets to include
budget requests to the legislature; requiring contracting with an independent
third party to prepare a legislative report; modifying proposed rule review;
requiring the legislative oversight committee to review the budget and make
recommendations; requiring a report on MNsure enrollment of uninsured; repealing
the MNsure governance board and appointment
