plates to owners of passenger automobiles, pickup trucks or vans +making a
certain minimum annual contribution, establishing an antiterrorism +account for
deposit of the contributions and appropriating money in the account +to the
commissioner of public safety for grants to local law enforcement +agencies for
training, equipment and extraordinary personnel costs relating to +antiterrorism
initiatives and to the national guard to provide security for state
infrastructure; requiring the commissioner to select a suitable +design for the
plates; authorizing transfer of the plates to another vehicle, fee; +requiring
crediting of registration taxes and fees to the highway user tax +distribution
