property inordinately burdened or unfairly affected by governmental regulations;
providing for compensation for loss in fair market value due to governmental
actions, procedure, providing for settlement agreements, subjecting the
agreements to district court review; providing for ripeness decisions of
governmental entities; authorizing and providing for district court actions upon
property owner rejection of settlement offers and ripeness decisions for
determination of the percentage of responsibility, authorizing governmental
entity interlocutory appeals; amount of compensation to be determined by a jury,
calculation; authorizing and providing for recovery of reasonable costs and
attorney fees by prevailing parties; specifying conditions for governmental
entity acquisition of easements over private property; compensated rights to
become transferable development rights; encouraging dispute resolution;
specifying certain limits and restrictions and imposing a statute of
limitations; specifying certain property tax adjustment and tolling
