Requiring the commission to report to the legislature on the need for the continuation of state agencies; authorizing the legislative auditor to review sunset recommendations of state agencies; specifying certain criteria to be considered in the review; requiring legislative auditor to prepare a sunset recommendations report; authorizing the legislature to terminate or continue state agencies; specifying a sunset review schedule; appropriating money
