Requiring the legislative commission on planning and fiscal policy
to establish priorities to be used in submitting, considering and enacting a
priority-based budget process

Requiring the commission to report to the legislature on the need
for the continuation of state agencies; authorizing the legislative auditor to
review sunset recommendations of state agencies; specifying certain criteria to
