E Relating to ethics in government; clarifying and simplifying certain
provisions regulating lobbyist registration, conflicts of interest and campaign
finance; clarifying or modifying certain definitions, eliminating the
definitions of transfer of funds and office holder and defining political party
unit; requiring the executive director of the campaign finance and public
disclosure board to serve as the secretary of the board; specifying the filing
date for scheduled filing dates falling on a Saturday, Sunday or legal holiday;
clarifying and modifying certain lobbyist reporting requirements, eliminating
certain solicitor reporting requirements; modifying certain notice requirements
of the board; changing the word transfer to contribution in certain provisions
regulating political funds; modifying certain political committee or fund
organization statement content requirements; authorizing candidates, committees,
funds or party units to refuse to accept contributions; modifying and clarifying
certain campaign report filing date and content requirements; clarifying certain
campaign spending limit provisions; eliminating the requirement for board
publication of expenditure limits in nonelection years and a certain provision
providing for increased limits on independent expenditures; eliminating the
annual deadline and modifying the dollar amount rounding requirement under the
provision providing for the calculation of spending limit inflation adjustments;
modifying the date for board publication of expenditure limits in election years
and requiring the revisor of statutes to code adjusted amounts; eliminating a
certain limit on aggregate contributions; modifying the qualification of
political parties for inclusion on income tax and property tax refund forms;
clarifying public subsidy distribution requirements, increasing allocations from
the general and party accounts of the state elections campaign fund for the
offices of attorney general, secretary of state and state auditor and
eliminating a certain board distribution reduction restriction and the
ineligibility of unopposed candidates for a public subsidy; modifying certain
requirements for receipt of special election subsidies and certain spending
limit agreement, matching and public subsidy return requirements; defining minor
political party for general elections purposes; specifying certain renumbering,
cross reference and word change instructions to the revisor of statutes;
repealing the political committee exception from the prohibition on
contributions and solicitations during legislative session, the application of a
certain provision regulating multicandidate political party expenditures,
certain public subsidy return requirements, the requirement for legislative
monitoring of the income tax checkoff, certain provisions imposing expenditure
