Relating to health ARTICLE 1 - USE OF TOBACCO SETTLEMENT PROCEEDS; REPEAL OF
MINNESOTACARE TAXES;ELIMINATION OF PREMIUM TAX Repealing the MinnesotaCare
provider gross earnings and insurance gross premium taxes and requiring health
plan companies to pass through the savings to consumers in the form of reduced
premium rates, requiring documentation of compliance and providing for
enforcement by the commissioners of commerce or health; requiring the
commissioner of finance to deposit annual payments under the terms of the
tobacco settlement into the health care access fund and repealing the federal
contingency reserve ARTICLE 2 - CONFORMING CHANGES Making conforming amendments
to certain statutory provisions relating to health care cost containment goals
and tax data collection and disclosure; repealing rural hospital financial
assistance grants used to offset the impact of the hospital tax (ra)
