authorizing the issuance of state bonds to design and implement stream
implementation projects employing natural channel design principles, to acquire
land for and to develop, protect or improve scientific and natural areas, to
acquire native prairie bank easements and to provide grants to local government
units for acquisition or betterment of greenways and nautral areas in the
metropolitan region and surrounding counties
