authority of law enforcement agencies to impose a service charge, requiring the
displayed service charge notice to include a provision relating to the
imposition of civil penalties for nonpayment, requiring the court to consider
the amount of the check and the reason for nonpayment in determining the amount
of the penalty; imposing civil liability on motor vehicle owners failing to pay
for motor fuel, specifying certain notice requirements and authorizing and
providing for certain service charges, imposing a civil penalty for failure to
pay within a certain number of days of receipt of a notice of nonpayment;
requiring court settlement of disputes and cessation of collection activities by
the retailer during the dispute resolution process (mk, ja)
