representatives to negotiate a plan providing for unrequested leaves of absence
and specifying a primary factor for decisions; requiring school boards to place
teachers on leave based on subject matter licensure fields and certain other
criteria; clarifying role of teacher seniority (tenure); specifying the right to
reinstatement upon termination; requiring school boards and teacher bargaining
representatives to negotiate a plan for discontinuing and terminating teachers
based on subject matter licensure fields and certain other criteria; allowing
hearings; modifying teacher assignment; prohibiting contract execution without a
negotiated plan for unrequested leave of absence and a negotiated plan for
discontinuing or terminating teachers; clarifying two-year limited-term
licensure for persons in alternative teacher preparation programs
