Appropriating money to the commissioner of transportation (DOT) and authorizing
the issuance of state bonds for construction of the Northstar commuter rail
corridor between the city of Big Lake and downtown Minneapolis and for final
design and project management of an extension of the Hiawatha light rail transit
line from downtown Minneapolis to fifth avenue north adjacent to the proposed
downtown commuter rail station, match requirement; authorizing the use of the
balance remaining after execution of a full funding grant agreement with the
federal transit administration for the Northstar project to construct, furnish
and equip the commuter rail line and the LRT line extension
