4E Requiring the public employees retirement association (PERA) to administer an
account representing the irrevocable fund established by the city of Duluth to
fund and pay for postemployment benefits owed to retired employees; providing
for account maintenance, investment, management and termination of account;
providing for the status of the irrevocable fund; authorizing the state board of
investment upon request of the city to invest the funds or assets of the
community investment fund to generate revenue to meet certain city obligations;
requiring city council approval; establishing intent and purpose; preventing the
establishment of a precedent
