for inverse condemnation, specifying certain compensation requirements and
exceptions, providing for certain remedies, prohibiting conditional waivers;
providing for application and imposing a statute of limitations for actions;
authorizing conditional relaxation of land use planning, zoning or other
regulatory programs affecting the land under certain governmental unit
unwillingness or inability to pay conditions, procedure, providing for the
continued validity of permits or other entitlements granted under rolled back
