Modifying certain workers compensation provisions; requiring the +commissioner
of commerce to annually establish the special compensation fund +premium
surcharge rate to be used by insurers for policies with a certain +effective
date, requiring the rate to be sufficient to satisfy the pro rata +share of
assessment obligations attributable to insured employers; modifying +the limit
on annual assessments for the workers compensation self insurance +security
fund; expanding the definition of personal injury to injury or +disease
resulting from vaccines in response to declarations by the federal +secretary of
health and human services to address actual or potential health risks+ related
to employment for coverage purposes; eliminating the requirement for +insurers
and self insured employers to file annual statements with the +commissioner of
labor and industry on legal fees and costs incurred; modifying the +definition
of paid indemnity losses for special compensation fund purposes and +modifying
certain fund payments provisions, requiring the portion of the total +assessment
allocated to self insured employers to be based on certain paid +indemnity
losses, providing for the purchase of replacement policies and +imposing certain
reporting requirements; providing for electronic transmission of +itemized
treatment charges to insurers by health care providers; eliminating +the
requirements for first report of injury forms to include an employer
compensation payment declaration; expanding the authority of +compensation
judges to appoint neutral physicians or surgeons to examine injuries;
temporarily prohibiting the annual adjustment to the medical fee +conversion
