Relating to transportation; reducing the motor vehicle registration tax rate for
passenger automobiles; establishing a surface transportation fund and allocating
receipts from the sales tax on motor vehicles between the surface transportation
and general funds; proposing an amendment to the Minnesota constitution, article
XIV to dedicate net proceeds from the motor vehicle sales tax to surface
transportation needs; appropriating money from the surface transportation fund
to the commissioner of finance for transfer to the highway user tax distribution
fund and to the metropolitan council for transit capital (mk)
