E Relating to elections; establishing the help America vote act + account and
requiring the deposit of money received or appropriated under the +federal help
America vote act in the account; requiring use of the account to +improve
elections administration and maintenance of effort requirements +according to
the federal act and the state plan certified by the governor under +the act;
requiring and providing for the secretary of state to establish a +procedure for
the review of complaints against town, city, school or county +employees or
officials relating to administration of the act, providing for town, +city or
school district clerk or county auditor response, secretary of state +to issue
the final determination, specifying certain time limits, prescribing +a
procedure for complaints against the secretary of state and providing+ for
appeal of secretary of state determinations in district court; +appropriating
money from the account to the secretary of state to carry out certain activities
required by the act; providing for the use of a certain +amount of money
previously expended under the voting equipment grant account as+ a state match
