Relating to the metropolitan council; requiring the immediate filling+ of
vacancies in offices of council members, authorizing the governor to +forgo the
nominating committee and public meeting requirements for filling +vacancies
under certain conditions; authorizing and providing for the council +to use
energy forward pricing mechanisms for budget risk reduction purposes,+ defining
forward pricing mechanism as contracts or financial instruments +obligating
entities to buy or sell a specified amount of an energy commodity at +a future
date and a set price or an option to buy or sell the contract or +instrument,
specifying certain conditions, policies and procedures development +and
oversight process establishment requirements for use of the +mechanisms;
requiring the long range comprehensive policy plan for +transportation, airports
and wastewater treatment to include the estimated costs of +improvements
required to regional system goals and the plan for regional +recreation open
space to estimate the cost of the recommended acquisitions and +development;
authorizing local government units to challenge council actions +relating to
local comprehensive plans and capital improvement programs; +eliminating
compensation for metropolitan parks and open space commission +members;
authorizing and providing for direct charging by the council of +industrial
dischargers for certain wastewater treatment user fees; adopting a +certain
metropolitan council redistricting plan on file with the geographical
information systems office of the legislative coordinating commission+ (LCC);
requiring the revisor of statutes to prepare a metes and bounds +description of
metropolitan districts for publication and filing purposes; repealing+ certain
council service improvement requirements, a certain obsolete +requirement for
metropolitan school districts to submit capital improvement plans to +the
council for review and certain metropolitan agency financial +reporting
