3E Increasing the minimum ethanol content requirement for gasoline sold in the
state after a certain date, motor fuel formulation or blending liability
provision, requirement to expire under certain conditions; establishing a
petroleum replacement goal relating to renewable resources, requiring the
commissioner of agriculture in consultation with the commissioner of commerce
and the pollution control agency to identify and implement activities necessary
for the widespread use of renewable liquid fuels in the state, specifying
certain required activities and requiring annual recommendations; requiring the
commissioner of agriculture in consultation with the commissioners of employment
and economic development (DEED) and the PCA to review information and data
collected in evaluations of federal waiver requests for use of the fuel in the
state, specifying certain review requirements and requiring initial and updated
reports to the legislature on certain dates; requiring the commissioner of
commerce in consultation with the commissioner of agriculture to investigate
scientific studies on use of the gasoline in small engines and to assess the
availability of gasoline not blended with ethanol for exempt uses and make
recommendations to the legislature by a certain date
