Relating to state government

ARTICLE 1 - ENVIRONMENT AND NATURAL RESOURCES
FINANCE

Providing a summary of appropriations; appropriating money to the
pollution control agency (PCA) for water, air, land, environmental assistance
and cross-media, and the remediation fund, to the department of natural
resources (DNR) for land and mineral resource management, ecological and water
resources, forest management, parks and trails management, fish and wildlife
management, enforcement, and operations support, to the board of soil and water
resources (BWSR), to the metropolitan council, conservation corps Minnesota, and
the zoological board

ARTICLE 2 - COMMERCE AND CONSUMER PROTECTION
FINANCE

Providing a summary of appropriations; appropriating money to the
department of commerce for financial institutions examination services, the
petroleum tank release cleanup board, certain administrative services,
telecommunications, market assurance, the office of energy security,
telecommunications access Minnesota and the public utilities commission (PUC);
providing for certain transfers of money; requiring the commissioner of commerce
to grant money for community energy technical assistance and outreach on
renewable energy and energy efficiency

ARTICLE 3 - ENVIRONMENT AND NATURAL
RESOURCE TRUST FUND APPROPRIATIONS

Providing a summary of appropriations by
fund from the environment
and natural resources fund and the state land and
water conservation account (LAWCON); defining certain terms; appropriating money
for natural resource data and information, land, habitat, and recreation, water
resources, aquatic and terrestrial invasive species, renewable energy and air
quality, environmental education, emerging issues, and administration and
contract management; providing for availability of appropriations; specifying
certain data availability requirements; imposing certain project compliance
requirements; providing payment conditions and capital equipment expenditures;
specifying purchase compliance requirements for recycled and recyclable
materials; requiring energy conservation and sustainable building guidelines
compliance; requiring accessibility design standards for structural and
nonstructural facilities; providing for the carryforward of certain project
appropriations; specifying certain easement monitoring and enforcement
requirements; making certain appropriation adjustments for metropolitan
conservation corridors, habitat conservation partnership, Avon Hills landscape
preservation, new models for land-use planning, and the conservation-based
development program

ARTICLE 4 - STATUTORY CHANGES

Establishing an advisory
committee for technology standards for accessibility and usability, specifying
membership requirements and duties, requiring reports to legislature, sunset
provision; specifying that the department of natural resources is designated to
apply for accept, receive and disburse federal land and water conservation
funds, specifying allocation; requiring cost certification for certain forest
management expenses; establishing the peace officer training account in the game
and fish fund in the state treasury, establishing purposes of the account;
modifying the disposition of certain revenue derived from certain licenses and
stamps; establishing a water management account within the natural resources
fund, specifying purposes of the account, providing for the deposit of certain
fees into the account; modifying the deposit and use of certain electronic
manufacturers registration fees; modifying eligibility requirements for
reimbursement from the petroleum tank release cleanup fund; extending the sunset
provision for the Petroleum Tank Release Cleanup Act; modifying national
pollutant discharge elimination system (NPDES) feedlot permitting requirements;
modifying certain duties of the legislative-citizen commission on Minnesota
resources; eliminating nongame wildlife checkoff and corporate nongame wildlife
checkoff legislative-citizen commission on Minnesota resources report
requirements; providing for department of natural resources (DNR) participation
in the comprehensive incident-based reporting system (CIBRS), modifying the
disbursement of surcharges on criminal and traffic offenders by the commissioner
of management and budget; modifying certain enforcement provisions for the use
of firearm silencers for wildlife control; extending sale of certain state
lands; repealing certain ethanol development provisions; restructuring the state
tree nursery program, requiring report to legislature and account balance
transfer; requiring coordination with Wisconsin in establishing a phosphorus
standard for Lake Pepin; initiating a process to amend standards for sulfates
for class 4 waters containing wild rice; creating an advisory group; extending
the interest in lands occupied by the Minnesota zoo in Dakota county; requiring
the department of administration to evaluate state and local water related
programs, policies and permits to make recommendations for cost savings,
increased productivity and the elimination of duplication among public agencies;
providing development standards for the Mississippi River management plan for
the historic village of Dayton; providing for a report on payment in lieu of
taxes for state natural resource lands repealing the commissioner of natural
resources role in receiving and administering federal conservation grants,
federal land and water conservation fund application, acceptance and dispersal
procedure by the department of natural resources

ARTICLE 5 - GAME AND FISH
POLICY

Expanding authorization for compensation for crop, pasture or fence
damage
caused by elk; modifying containment facility; modifying aquaculture
regulation, establishing fish sample collecting and training; requiring the
commissioner of natural resources (DNR) to prepare fish and wildlife management
plans; modifying commercial fishing turtle, frog and crayfish harvesting
restrictions in certain waters; clarifying infested water bait harvest;
modifying game bird, small game, undressed bird, unprotected bird, and wild
animals definitions; modifying game and fish provisions; expanding department of
natural resources (DNR) game and fish lottery and drawing preferences for
qualified service members (veterans) to residents in receipt of a purple heart
medal and veterans with service-connected disabilities; permitting deer killed
by a motor vehicle to be kept by the driver under certain conditions;
prohibiting parents and legal guardians from allowing unlicensed minors to hunt;
modifying conditions when a hunter can take deer by using a muzzleloader with a
scope; modifying hunting provisions, removing deer, moose and elk stand height
restrictions; modifying bear hunting license drawing provisions; allowing use of
a drum while baiting bear on private land; allowing the DNR commissioner to
authorize taking elk causing damage or nuisance, clarifying gray wolf open
season definition; authorizing road authorities to remove or kill beavers
associated with lodges, requiring conservation officer notification, permitting
local beaver control program implementation design to reduce incident count,
allowing a bounty for lawful taking; modifying fishing provisions; limiting the
number of experimental and special management waters designated for northern
pike; expanding DNR game and fish lottery and drawing preferences for qualified
service members (veterans) to residents in receipt of a purple heart medal and
veterans with service-connected disabilities; requiring certification that
frozen or dead fish bait are disease free; modifying board of water and soil
resources (BWSR) powers and duties; allowing local government units to offer by
resolution bounties on coyotes; establishing immunity for individuals grazing
livestock on state lands under certain circumstances; specifying duties and
liability for land leased to the state for state-sponsored walk-in access
programs; amending state rules to allow an option for game farm licenses to use
approved report and sales receipt formats; requiring the commissioner of natural
resources (DNR) to amend rules to allow spear fishing on Cass Lake; modifying
certain deer hunting rules; repealing fish and wildlife resources management,
strategic, long-range, and operational plans, intensive, lottery, and managed
deer areas, turkey licenses application and eligibility spring season, moose and
elk stand restrictions and fishing contests without a
permit
