ARTICLE 1 - FLOOD DISASTER
Appropriating money to the departments of public safety, transportation (DOT), employment and economic development (DEED), natural resources (DNR), agriculture, education, and health and to the public facilities authority, housing finance agency (HFA), Minnesota historical society, and the board of water and soil resources (BWSR) for disaster relief and authorizing the issuance of state bonds; providing a state match; extending a prior appropriation to the department of administration for the Lake Superior Zoo; requiring a city replacement aid flood net tax capacity loss calculation; waiving business and damaged properties disaster property tax penalties and abatement and credit applications; extending agricultural homesteads; specifying certain fund transfers, reductions, cancellations, and a budget reserve account forecast
