7E "Minnesota Insurance Marketplace Act (MNsure)"; establishing the Minnesota
insurance marketplace as a state health benefit exchange and specifying the
relationship with other law; defining certain terms; requiring certification of
Minnesota insurance marketplace costs annually by a certain date; requiring
governance by a board of directors, specifying certain duties, responsibilities,
powers and membership requirements; specifying classification and data sharing
requirements; regulating funds; legislative report requirements; expiration and
sunset exclusion; establishing a legislative oversight committee to assist in
implementing and operating the Minnesota insurance marketplace; providing for
transition of authority by the commissioner of management and budget;
authorizing Minnesota comprehensive health insurance termination by the
commissioner of commerce; requiring a report on the appeals process for
eligibility determinations; requiring compliance of multiemployer plans with
federal provisions; repealing the purpose of the tobacco health impact
