ARTICLE 1 - BUSINESS TAXATION

Limiting the state
general levy for commercial-industrial property and seasonal residential
recreational property; reducing the corporate income (franchise) tax and the
corporate alternative minimum tax

ARTICLE 2 - ENVIRONMENTAL PERMITTING AND
REVIEW

Expediting the department of natural resources (DNR) environmental and
resource management permit process; clarifying water pollutant discharge permit
requirements under the pollution control agency (PCA); requiring environmental
review and permit documents PCA electronic submission; requiring statements of
need and reasonableness to include documentation of inadequate federal
regulation for more stringent state rule adoption; expediting final decisions
time limits after environmental impact statement approvals; referring reviews to
the court of appeals; requiring action proposers to prepare environmental impact
statements; clarifying assessment charges; requiring the PCA to amend certain
rules
