hf3130 FIRST ENGROSSMENT Family planning grant funds abortion services use
prohibited, organizations receiving funds prohibited from engaging in certain
activities, and audits required. Section 1: "Abortion," "family planning grant
funds," "family planning services," and "nondirective counseling" defined.
Subdivision 2: Family planning grant fund usage for subsidizing abortion
services and related expenses prohibited.Subd. 3: Organizations that receive
family planning grant funds prohibited from displaying or distributing materials
about abortion services, engaging in public advocacy promoting legality or
accessibility of abortion, and being affiliated with any organization that
provides abortion services.Subd. 4: Regulations for ensuring state funded
organizations from those advocating abortion detailed.Subd. 5: Submission of
independent audit when applying for grant funds required.Subd. 6: Organizations
receiving title X funds stipulations provided.Subd. 7: Severability clause
