hf1585 Minnesota Citizens' Personal Protection act of 2001 adopted recognizing
the right to self-defense, providing permits to carry a pistol, and imposing
criminal penalties. Section 1: Minnesota Citizens' Personal Protection Act of
2001 established. Sec. 2: Penalties established for anyone other than a law
enforcement official who carries a pistol in a public place, carries a pistol
while under the influence of alcohol or other controlled substances, or does not
have the permit card for the pistol in their possession. Sec. 3: Makes county
sheriffs the sole authorities to issue pistol permits; guidelines for issuing
permits provided. Sec. 4: Experience or training in the safe use of a pistol
requirements established. Sec. 5: Permit application procedure and formats
provided. Sec. 6: Pistol permit applicant criminal background investigation
procedures provided. Sec. 7: Guidelines for granting and denial of permits
provided. Sec. 8: Pistol permit contents and format provided, permit expiration
dates clarified. Sec. 9: Procedures for change of address or loss of permit card
provided. Sec. 10: Conditions for voiding or revoking one's permit to carry a
pistol established. Sec. 11: Prosecutor's duties provided for situations in
which a person is charged with an offense that would disqualify that person from
possessing a firearm. Sec. 12: Consequences for false representation in permit
application information provided. Sec. 13: Conditions for granting emergency
issuance of permits provided. Sec. 14: Official hearing procedure for appealing
denial or revocation of one's permit provided. Sec. 15: Procedure for denial or
suspension of permit to carry provided. Sec. 16: Record keeping procedures for
sheriffs relating to permit application information provided. Sec. 17: Funds
allocated to commissioner of public safety for the purposes of contracting with
vendors to implement this act and to maintain an automated database of persons

taken by individuals permitted to carry pistols provided to persons involved in
