the taxpayer; homeowner property tax refund program enhanced; maintenance of
effort requirements terminated; local sales tax prohibition eliminated; metro
and iron range fiscal disparities programs eliminated; and levy limits, green
acres, rural preserves, and metropolitan agricultural preserves repealed.
