A bill for an act
relating to capital investment; appropriating money for capital improvement projects
in the city of Osseo; canceling an appropriation for a grant to the city of Osseo;
authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin The unexpended, unencumbered amount of the general obligation bond proceeds
appropriated in Laws 2023, chapter 72, article 1, section 23, subdivision 20, is canceled on
the effective date of this section. The corresponding bond sale authorization is reduced by
the same amount.

Sec. 2. new text begin OSSEO; CENTRAL AVENUE STREETSCAPE.

new text begin $586,000 is appropriated to the commissioner of
employment and economic development for a grant to the city of Osseo to complete
renovation and construction of sidewalks and streetscape improvements on Central Avenue
in downtown Osseo.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $586,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.

proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $214,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.

Osseo to construct and equip capital improvements at the Osseo Public Works Building in
the city of Osseo, including acquiring and installing a security system, improving security
fencing, interior office space rehabilitation, and constructing and equipping an addition to
the current building for cold storage.
