A bill for an act
relating to workforce development; appropriating money for a grant to Northgate
Development, LLC, for workforce training for employment in renewable energy
and related construction.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin NORTHGATE DEVELOPMENT; APPROPRIATION.

new text begin (a) $4,000,000 in fiscal year 2027 is appropriated from the general fund to the
commissioner of employment and economic development for a grant to Northgate
Development, LLC, to train individuals facing barriers to employment in the skills needed
for work in renewable energy and related construction. Grant money may be used for:

new text begin (1) building costs and operating expenses at the current site of the Regional
Apprenticeship Training Center in Minneapolis;
new text end

new text begin (2) instruction costs, including curriculum development, on-the-job training, and purchase
of equipment and teaching materials;
new text end

new text begin (3) support services for trainees;
new text end

new text begin (4) job placement services; and
new text end

new text begin (5) program administration and evaluation of program outcomes.

new text begin (b) For purposes of this section, "renewable energy" and "related construction" mean
the design, construction, or maintenance of:

new text begin (1) systems producing renewable energy from solar, wind, or geothermal sources;
new text end

new text begin (2) systems that improve energy efficiency, as defined in Minnesota Statutes, section
216B.241, subdivision 1;

new text begin (3) energy storage with battery technology;
new text end

new text begin (4) infrastructure for charging all-electric or electric-hybrid vehicles; and
new text end

new text begin (5) grid technologies that manage load and provide services to the distribution grid in a
manner that reduces usage or shifts demand to off-peak periods.

new text begin (c) The training facility operated by Northgate Development and skills training programs
provided by training partners must use targeted outreach and recruitment strategies to reach
residents of underserved communities and individuals facing barriers to employment.
