A bill for an act
relating to capital investment; appropriating money for replacement of park
buildings and facilities in Dakota County regional parks; authorizing the sale and
issuance of state bonds.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

$22,000,000 is appropriated from the bond proceeds
fund to the commissioner of employment and economic development for a grant to Dakota
County to design, construct, furnish, and equip the replacement of structurally degraded,
unsafe, and undersized buildings, facilities, and infrastructure at Dakota County regional
parks. This appropriation includes money for replacement of the swimming beach facility
at Lebanon Hills Regional Park, including fully accessible restrooms and showers, all-terrain
wheelchair and watercraft storage, and energy efficient electrical/mechanical systems.
Improvements also include a swimming beach facility patio, trails, an outdoor open area
for concessions and other amenities, and infrastructure at Schulze Lake Beach. This
appropriation also includes money for campground improvements at both Lebanon Hills
Regional Park and Lake Byllesby Regional Park, including updated campground lodge and
office facilities with storm shelter areas, fully accessible restroom and shower buildings for
campers, trails, and other campground facilities and infrastructure.

To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $22,000,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
