A bill for an act
relating to transportation; requiring wheelchair accessible vehicles for operators
of autonomous vehicles; proposing coding for new law in Minnesota Statutes,
chapter 221.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin (a) For purposes of this section, the terms in this subdivision
have the meanings given.

new text begin (b) "Autonomous vehicle" means a vehicle equipped with technology that has been
integrated into the vehicle that meets the definition of Level 3, Level 4, or Level 5 in the
April 2021 revision of standard J3016, "Taxonomy and Definitions for Terms Related to
Driving Automation Systems for On-Road Motor Vehicles," published by SAE International.

new text begin (c) "Commercial autonomous vehicle operations" means the use of autonomous vehicles
for commercial purposes, including but not limited to transporting passengers or goods.

new text begin (a) An entity engaged in commercial
autonomous vehicle operations in the state must certify to the commissioner that it has at
least two wheelchair accessible vehicles in its fleet within one year of beginning operations.

new text begin (b) If an entity fails to fulfill the requirements under paragraph (a), the commissioner
may suspend the entity's authorization for commercial autonomous vehicle operations in
the state until the requirements are met.
