A bill for an act
relating to capital investment; appropriating money for capital projects at Southwest
Minnesota State University; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin $24,357,000 is appropriated from the bond proceeds
fund to the board of trustees of the Minnesota State Colleges and Universities for capital
projects at Southwest Minnesota State University campus. Of this appropriation:

new text begin (1) $15,157,000 is to design, construct, furnish, and equip the renovation of athletic,
locker room, instructional and other space, update of mechanical systems and other
infrastructure, and for other improvements and betterments of a capital nature at the Physical
Education building;

new text begin (2) $8,000,000 is to design, construct, furnish, and equip an indoor sports and recreation
dome to provide indoor athletic, wellness, and recreation space; and

new text begin (3) $1,200,000 is to design, construct, furnish, and equip the renovation of the Physical
Education gymnasium.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $24,357,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
